In the rural Münsterland region, Haltern am See is a popular local recreation area for the densely populated Ruhr area. Here, the Stadtmühlenbucht (City Mill Bay), at the prominent junction between the urban area and the adjacent landscape conservation area, ekes out a shadowy existence. As part of the Regionale 2016, the water model of the Stadtmühlenbucht was selected as an "experiment of the 2Stromland", with which the city can develop its distinctive identity.

The redesign awakens the dormant potential of the Stadtmühlenbucht. With the island division, two strong character contrasts face each other: While the "island of water culture" is characterized by terraces and lively activities, the "island of green nature" can unfold as an enchanted island of tranquility and landscape idyll. The water model of the terraces makes it possible for visitors to experience the role of water and its large-scale interrelationships in the landscape in a playful way: pumping and pumping water, damming and storing water, conducting water and letting it flow. The "water garden" at the Halten reservoir is intended to become a point of attraction for local residents and tourists, inviting them to spend a relaxing time there - whether just passing by for a short while or for a whole day. At the same time, the place invites recreation-seekers to get to know the whole landscape of the 2Stromland.
