Appropriate restraint and an approach to the site are the maxims of the design for the outdoor spaces. The time-honored building of the Water and Shipping Authority stands in the green and the axial relationship to the former tide gauge tower is supported by hedge bosquets, while the new, modern building is "placed" on the square in contrast. The existing tree population will be preserved as far as possible and carefully supplemented to compensate for the necessary felling measures in the north of the island.
