				After its closure in 2003, the landfill site located between the Oldenburg districts of Osternburg and Kreyenbrück was to be put to a new use that would go beyond the mere aftercare obligation of the waste management company. 
A landscape planning competition was held. The competition result developed the motif of the "three neighbours": it takes up the existing terrain modulation and assigns a theme to each of the hills. A system of paths connects the access points located on all sides of the site across the hilltops. These are provided with differently designed plazas. In particular, a unique view of the city is possible from the 28.15 metre high "summit". Circulating paths with gradients that are also suitable for people with limited mobility complement the steep ridge path and create a widely ramified network with diverse view relationships in the new park.
								The conversion of an inner-city landfill site into a recreational area/green space has essentially been completed. A near-natural green space with valuable ruderal areas has been created, which, if extensively maintained, will ensure biodiversity in the long term. The Utkiek has become an Eldorado for butterflies (and Hymenoptera).
In winter, the existing and planned sports offer is supplemented by the toboggan hill. An ice skating rink should also be available in the coming winters. The leisure offer extends at present from most diverse play offers over numerous mountain runs and the offer of a Fitnessparcours.
The Osternburger Utkiek inserts itself into the overall urban Oldenburger way concept "green (way) star", by supplementing the connection from the city center over the castle garden, the landscape park Mühlenhunte and the miracle castle park into the surrounding countryside to Bümmerstede. As a district park for a settlement area in deficit and undersupplied with open spaces (Osternburg and Kreyenbrück districts), it takes on a valuable task for the population seeking recreation.
