The district of Rotenburg (W.) was formed in the course of the administrative and territorial reform in 1977 from the former districts of Bremervörde and Rotenburg and is located in the middle of the Elbe-Weser triangle between Hamburg and Bremen.

The number and spatial distribution of the parts of nature and landscape worthy of protection in the district of Rotenburg (W.) are an expression of the existing natural foundations and their historical development of use. The extraordinarily structurally rich and diverse landscape contains a multitude of areas and objects worthy of protection.
In particular, it must therefore be the goal of conservation efforts to preserve this diversity. At the same time, the instruments of protected area designation should be used to help improve the situation in the deficient areas that nevertheless exist.

The administrative district of Rotenburg (W.) was formed in the course of the administrative and territorial reform in 1977 from the former administrative districts of Bremervörde and Rotenburg and is located in the middle of the Elbe-Weser triangle between Hamburg and Bremen. The district covers an area of 2,070 km2. The majority of the district is occupied by forest and agricultural land, a significantly smaller part by settlement and traffic areas as well as water bodies and other uses (Nos. LANDESAMT FÜR STATISTIK 2001).
A significant macroeconomic role in terms of labour force and gross national product is played by agriculture and forestry, which decisively shape the landscape of the planning area. Local recreation and tourism have also developed to an increasing extent as a further source of income, as shown by numerous recreation facilities and the development of recreation areas.

The basis for the objectives, planning statements and requirements for uses formulated in the landscape structure plan is the area-wide survey of the current state of nature and landscape. It is of particular importance in the processing of the landscape structure plan. The occurrence of species and biotic communities reflects the state of the interrelationship of the individual natural assets.

Based on the area-wide assessment of the natural balance and landscape and the guidelines, target types are derived and a hierarchically structured, spatially and use-related target concept is developed which forms the basis for the development of individual targets and measures, in particular also with regard to the protection instruments of the NNatG (§§ 24 ff).
