Development plan special area timber storage yard with 7th amendment of the land use plan in the municipality of Reckendorf

Planning requirement and intended measure



Due to the increasing use of wood from local forests to generate heating energy for domestic use, there is a growing demand for storage areas for wood
.
To meet this demand, it is therefore necessary to designate a new area for wood storage areas. At the same time, this is intended to prevent disorderly storage in outdoor areas, prevent further storage areas in the open countryside and aim to concentrate wood storage in a few locations.

As storage in the form of wood piles is planned in the plan area, the creation of a development plan is required.

The establishment of the development plan is intended to create the conditions for the permissibility of storage in the form of wood piles under planning law, particularly for this group of people.



At its meeting on February 6, 2018, the municipal council of the municipality of Reckendorf decided to designate 12 plots for the storage of wood at the request of citizens and to draw up a development plan for the construction of a wood storage area.

The planned timber storage area is planned on the municipal plot of land no. 494 in the Reckendorf district to the east of the former building rubble landfill site.



The area of the planned timber storage yard is located approx. 800 m west of the main road (B279 federal road) of Reckendorf in the extension of Kapellenweg on an existing farm track at an altitude of approx. 300 m above sea level.

The approx. 0.32-hectare planning area is an unvegetated section of the municipality's own plot no. 494, which is visually separated from the adjacent wooded plot to the southwest.



The planned area is designated as a special area for timber storage in accordance with Section 11 BauNVO as a miscellaneous special area. Only wood piles are permitted.



This results in a total area of the 12 plots for the orderly storage of wood of approx. 2,970 m² (0.297 ha).




The municipality of Reckendorf intends to construct a wood storage area on the plot of land no. 494 in the Reckendorf district to the east of the former building rubble landfill with an area of approx. 0.32 ha.

At the same time, areas and measures to compensate for interventions within the meaning of § 8 and § 8a BNatSchG (in conjunction with § 1a BauGB) (compensation and replacement measures) with a size of approx. 1.14 ha are to be designated on the property parcel no. 494.



This results in an amendment area of approx. 1.46 ha for the 7th amendment to the land use plan.




With this amendment, the municipality of Reckendorf intends to adapt the preparatory land-use plan to the changed planning intentions.




The partial plot of land parcel no. 494, currently designated as agricultural land with the indication for storage, is to be designated as other special area according to § 11 BauNVO (purpose: wood storage area).

The area previously designated in the land use plan for the construction waste landfill is thus omitted in favor of the designation of compensation and replacement measures.



The planned amendment area is located to the west of the municipality of Reckendorf. This area is bordered to the north by the "Lußberger Forst" and to the south by an agricultural road.




The legally valid land use plan of the municipality of Reckendorf designates the planning area as an area for agriculture (arable land) with a reference to landfills. The western part of the property parcel no. 494 is currently designated as a landfill for construction waste.



According to § 2a BauGB, an environmental report must also be prepared at the level of the land use plan as part of the explanatory statement. The content of the report is based on the relatively low degree of concretization of the land use plan.

An environmental report will also be prepared for the parallel development plan for the timber storage yard special area.
