As part of the overall Spreebogen ensemble, Ebertplatz is a representative public space, an "entrance" or "foyer" to the parliament building of the German Bundestag. It is a place where the public and politics meet and its design is determined in particular by this function. As part of the design of the Platz der Republik, it takes into account both representative and functional requirements.
A solitary group of plane trees - complementing the large trees in the garden of the Reichstag President's Palace - crowns a slightly recessed location on the square opposite the working entrance of the parliament, with a view of the Spree. In front of the east portal, a stone carpet of large-format slabs is laid out, with floating stones that provide an opportunity to linger and serve as illumination.
The staging of the site relates selected formats of the square material in number and measure to the historic building. The geometry of the plaza surface relates building to plaza and plaza to building.
On the water side of the square, a generous spree staircase opens the eastern prelude to the southern avenue of the ribbon of the federal government.

In the form of a representative public space, Ebertplatz serves as the "entrance" or "foyer" of the parliament building of the German Bundestag. The design of the square is intended to meet both the representative and the functional requirements placed on it. The representative "parquet" of the Ebertplatz is designed in favour of the spatial-architectural references as an open, minimally equipped space with special attention to the quality of the surface. In the superordinate context of the riverbank section "Spreebogen", the Ebertplatz with the bank of the Reichstag and the Spree steps forms the eastern prelude to the Paul-Löbe-Allee on the river.
The square and the immediate surroundings of the Reichstag building adopt the basic concept of the overall design. Individual solitary trees extend to the Reichstag building. A group of solitary trees complementing the large trees in the garden of the Reichstag President's Palace occupies a special place on the square. The east portal, the "working entrance of the parliament", receives a generous carpet of large-format stone slabs. The "floating stones" provide an opportunity to linger and serve as lighting fixtures on the Ebertplatz square.
In the context of the representative staging of the square space, the design makes use of the surface of the square to thematize or support the unique character of the place in an unspectacular way. In its formal design, the surface design of the square area refers to the main entrance of the parliament building. It also creates a "pedestal" on which the Reichstag rests, as it were, and whose boundary establishes a relationship in an orthogonal relationship via various materials that extends across the Platz der Republik to the Haus der Kulturen der Welt. The surfaces surrounding these main themes of the square design are borrowed from the "rules and regulations" of the city of Berlin in their choice and arrangement of materials and thus create the design transition to the neighbouring areas.
